Paul exhorts Titus to establish elders (or bishops or elders) in Crete. The Christian church should be administered by this ecclesiastical official. Shepherd is not a biblical office. Shepherd is a ministry, is a gift of ministering care of the flock. But this herd may be the entire church, or youth or group of ladies.
